It emphasizes the basic and enhanced application of traffic control devices, low cost safety improvements, and their specific safety benefit (crash reduction factors). Traffic crash data collection, identification of hazardous locations, and engineering study procedures are also discussed. Emphasis is placed on low cost solutions that may be made at the local level.
